default shipping cost / default shipping destiny

I have two shipping destinies according with the postcode (image: https://www.dropbox.com/s/a6zztfnmtfiyaby/2.jpg?dl=0).

But 99% of my clients are from the first destiny. So I want turn the shipping cost of this first destiny as “default”.

In other words, I want to disable the text “Enter your address to view shipping options” (image: https://www.dropbox.com/s/uf6eyntwdzj684u/1.jpg?dl=0).

Instead of this text, will appear the shipping cost of the first destiny, even before the customer fills the address.

In other words, even if the address is blank, the shipping cost that I need to appear is the shipping cost of the first destiny.

But if the customer fill the address corresponding to the second destiny, the shipping cost will change accordingly.
