Decent Modern Options Page Tutorial

I have been searching and searching for a way to create an options page for a wordpress theme, but I have had no luck. Maybe I am looking up the wrong things, maybe I’m too picky, I don’t know, but I am looking for how to just make a VERY SIMPLE options page. I’m talking, “Enter the link for the header logo” and then just inserting that link in the header so that it will display. Nothing fancy, just up to date with the current wordpress.

I have tried the Codex, but it gets into doing it for plugins, not themes.

Does anybody have a link or straight solution to doing this?
