Deactivating plugin and dynamic cache setting

If I deactivate the plugin does dynamic caching stay set or does it get turned off?

I have a script that puts my site into maintenance mode. Since I can’t purge the cache from the command line, I deactivate the plugin using the wp cli. However, it seems index.html remains cached as I can view it while maintenance mode is active. Note: I was previously using WP Rocket, which cached to the filesystem, so I could purge the cache using filesystem commands.
