Deactivate and activate user wallets

Hi.
I want to deactivate all user wallets and activate it based on user role with custom rules.

Example a user who belong to the role customer has topup $100 in his wallet but the wallet is not active until after 90 days where 40% of the wallet will be unlocked. After another 90days 40% will be unlocked and after another 90 days the remaining 20% will be unlocked

Or a user who belongs to role subscriber will have thier wallet deactivated and activate 50% in 90 days and other 50% in another 90 days.

Let admin have the previlleged to change the number of days user wallet will be unlocked and what percentage of the wallet will be unlocked also select
