Date/time stamp code

Hey all — I had a theme custom-designed on StrictlyRight.com. Unfortunately the designer is MIA to make the necessary changes, so I’m on my own and couldn’t figure this out. If you look at the bottom of all the posts where it says the date and time, it will only give the ‘hour’ of the time. For example, if I post something at 12:31 AM, it will show up as “0 AM.” I was wondering what I had to change to get it to show the full time in 12-hr clock.
