Datepicker version is too old, ineffective

In my experience of downloading plugins that gives me the ability to add a date field to registration.
This plugin is using the datepicker, yet it’s restricting the version to 1.10.4.Which returns a calendar, that does not have a dropdown for month, year etc.
this makes it impossible for it to be used for birthday. because it starts on the current date, and the user has to scroll through every month between now and their year of birth.My question is, how can I change the version type. so it can have those dropdowns for the month, year etc.
From my experience in other plugins, the version type that I have seen this work, was 4.O. for the datepicker file.
