Date/Time Picker Showing Wrong Time On Front End

I have a problem where the time is entered correctly and saved in the db correctly, but displays on the front end as 5 hours ahead of the current local time. The site is set to local time. I have updated the PHP version of the host and made code changes suggested in ACF support threads. Also, if older items from before this problem showed up are cloned, the time shows correctly.

FWIW the site is hosted on Pantheon. I made code changes through SFTP so there is not an update to commit. I cleared all caches after making changes.
