Date Picker not showing time

If I try to use the Date Picker in Time Only format or Date and Time format, I only see a calendar. There is no place to enter the time. If I then make it a simple text field and choose the HTML 5 time format and choose 9:30am when it pulls out the value, it looses the “am” part.
Just need a way for users to easily enter the time.
