database updates checked?

Does this plugin check whether database updates can be performed? The automatic updates in the 3.8 series wanted to perform a database update (although not needed), which gave errors in some sites (or I needed to perform a database update later, which actually did nothing at all) because I don’t give access to wp-admin thru .htaccess. Apperently some php file in wp-admin was not accessible, and that was needed for the database update on automatic updates.
