Dashed blue line around links

For some reason, when my menu ‘buttons’ are clicked, they briefly get an “L”-shaped dashed blue line to the left and under the menu item that is clicked.
On the linked page, when you click the text Facebook link, the dashed blue line persists.

Paid BlueHost support could not find an issue and pointed me to this forum.

Any idea why this is happening?
