Dashboard User Editor does not display the media of all users

Hello, I noticed that my collaborators complained that by uploading an article in the addition of the media image file they did not see the photos uploaded by all the other authors.

I logged in as an editor and actually if I enter the media library I do not see any uploaded photos other than those uploaded by the logged in user.
I checked the database and it has no substantial differences on permissions, I checked and disabled all plugins for any incompatibility, but the problem remains, I installed a plugin for role management and it confirms that the publisher role is enabled for display of all media present, but the problem remains.
I don’t know what other checks I have to do, if anyone can explain to me how to restore a new and clean installation of wp without losing the contents or a solution to this problem, I would be grateful.
