Dashboard Toggle not working!!!!!!

Hi WordPressers!

My Dashboard is loading very slow and I cannot click the arrow buttons on the top right corner of menus.
Like to Expand Settings or tools or any other menu the button would not do anything.
I cannot find a fix for the problem. Tried disabling plugin and themes.
Also when reinstalling wordpress the following error comes up.

Fatal error: Allowed memory size of 33554432 bytes exhausted (tried to allocate 2975669 bytes) in /home/—–/public_html/wp-includes/class-http.php on line 1408

I run Thesis theme
