Dashboard menu is not shown properly

I have installed wordpress 4.3.1 on my web page just recently. but my menus and dashboard is not shown properly, and since i am beginner user i don’t know what to do. even i cannot use it, since it is so confusing. I search for it in google and some said that it is because of my plugins, but all my plugins are disabled and i could not even install any.here is the link of the screen shot of my dashboard.
