Dashboard is not available.

My website displays correctly if I run it on localhost of my server. If I rin it on any other computer on the domain, I don’t get my graphics. I determined that localhost is in the url that points to the graphic files. So, I went to my localhost and tried to bring up the wordpress dashboard, but it is no where to be found. Since the last time it was available, I upgraded php to version 7.2 and upgraded mysql from version 5.1 to MariaDB 10.3. Any help on getting dashboard back would be greatly appreciated. Also, how to fix the path would be helpful as well.

In addition, I installed PHPMyAdmin, but am having problems getting it to run. I get something about Crypto and Random.php.
