Dashboard cursor stuck and can't hover?

This is kind of hard to explain but my WP dashboard is acting weird, normally I can hover over things and easily get around the dashboard, but ever since I updated my theme it’s been stuck on the selection pointer cursor like the one in this pic
And for example if i’m selecting text, it won’t change to the I beam pointer, or if i’m clicking on a link it won’t change to the grabber pointer…anyone know why it’s doing this and how to fix it?
