Dashboard 4.0 broken

Just tried to update to 4.0 yesterday and now my dashboard looks like an early version of the internet from 1995 with everything on the right side on a big blank white screen with the links listed down the left side and then I scroll down and see of few of the actual admin items listed out and then it says my log-in has timed out and I need to log in again. My site looks normal but the admin is completely dysfunctional. I have tried a different theme 2014, tried deactivating all plug-in’s, re-installed several times. Didn’t really want to change from 3.9.2.
