Cut post title after x character and change date position

Hello,

I use this shortcode in my widget: [display-posts include_date=”true” date_format=”- j. F Y” category=”allgemein”]

1. Is it possible to cut the title after X character?

2. Can I change the position from title link and date? I want first the Date and then the title.
