Customizeable Shipping Options

New to WP/WC and I didn’t find what I needed in the previous threads.
In the US. Ecommerce site. I ship to US and Canada. I have a UPS plug in (I think it’s WooCommerce UPS v1.1.7) but I need something with more options, plus I can’t access support for this (or any) plug-in since my developer paid for it, charged me, and won’t respond to my emails or calls to get the username he used.
The majority of items I sell are UPS shippable but I sell items that are heavy and must be truck shipped. I tried setting up a truck shipment method but it showed up during checkout even on lighter items and people were choosing that so I had to disable it.
What I need is this:
1. I need to be able to specify free shipping per item, not by coupon or by minimum order amount, or be able to prevent certain items from being eligible for free shipping.
2. I need the system to not show UPS options when the weight of a single item exceeds the weight limit and instead show a truck shipment method only. The truck shipment method needs to only show on items that exceed UPS weight limits. It should not remove UPS as an option if multiple items purchased exceed the UPS weight limit.
3. All products have weights and no dimensions. I don’t have the resources to get and enter all dimensions of all products so any plug-in or update must allow weights only. (the plug-in I use is an older version that allows weights only)
