customize settings delay

Hi! I have set the ” DISPLAY PRICE AND ADD TO BASKET BUTTON ONLY TO LOGGED IN USERS” for a few days but it will doesnt change… had cleared all the cache for 100 times, it delays at the beginning too but now I cant even change it back anymore

Please help!
