    It seems the issue because of custom code or plugin conflict. Please do a basic troubleshoot and check.

    1. On your staging site try to switch to the default theme like TwentyTwenty and check.
    2. If the issue is not present there, switch back to OceanWP and perform a plugin conflict check. Disable all non-ocean plugins one by one and check the issue by refreshing the page after disabling each.
    3. Try to replicate the issue and perform the same steps, so that a debug log can be generated
    4. Have you added some custom code?

    It is possible to allow the Customizer to use more than one changeset. The default is not that, though, so you have to research how to do the “branch” method of changesets.
    You can’t remove the uuid in the query string, or the Customizer won’t know which changeset to load.
    With the default, you can save one changeset as draft and send that URL to someone. They will see the site with those options even if not logged in. That means you can put that link on your page and it would work. But only one draft is managed by default, and I think it has an expiration.

    The Customizer changeset is a custom post type, saved in the posts table.

    I don’t think it is a theme related issue. It seems the plugin conflict issue. Try to disable all the nonocean plugin and check if it is working or not. If yes, enable the one by one plugin, and refresh the page after enabling each plugin, to check the conflict issue.
