customize layout of the new item screen?

  • Is it possible to customize the layout of the add new item screen for ALL users?

    I’ve got several custom post types that I’ve created along with several custom fields. I’d like to be able to have some of the custom fields appear above default fields. For example, we have a sub-header field that I would like to appear directly after the title field and before the main body field.

    I know each user can customize this layout, and wordpress will store that configuration so that it loads up the same way when the user returns, but is there a way to set this configuration up ahead of time?
