Customers getting wrong tax rate

We have our store set up to do a flat 8% tax for all California orders. We recently found that, when choosing their billing and shipping details, users would often leave the State at the default, whether they live there or not. As long as they put the right postal code, the order goes through without declining the card, and gives them the tax rate for California.
Is there any way to force users to select a state for this field?
