Customer Note

Hi, I might be missing it completely, but from my orders dashboard, I want to send a customer note email and it is not giving me the option to. I use it for shipping advice, which would be a great addition to be able to add a custom field Shipping Agent and Tracking number and make it available in the template?
I cant link the page as it is in the admin section, but I have uploaded a screenshot of what I am talking about. I hope this helps. I am assuming that it has not sent out automatically when note has been added as there is no entry in the log.
