Customer idea. Is it possible?

A customer aproached me with an idea, but after alot of searching i was unable to come up with a solution. Maybe any of you are able to help me out here.

Idea:
A used car selling platform for site visitors. People who want to sell their car will create a video where they personally talk about the car and why people should buy it.
Then upload the video (10min max) to the website and pay a fee.

So visitors need to upload their own video wich needs to be compressed server-side. The output should be placed on the site in a format that is viewable in every browser.

I told the customer that it was going to be a long shot to find these options in a WordPress theme combined with plugins. Customer already payed €2500+ for a custom site wich doesnt work so he basically got robbed. Now he’s exploring cheaper ways through WordPress.
