Customer Download Links Not Working

At some point since a Woocommerce update, multiple customers have been contacting me saying that their download links are not working. It’s the same error as another support thread. I have disabled all plugins except WooCommerce, switched to the TwentyFifteen plugin, refreshed the .htaccess files and upgraded to php version 7.1. None of this has fixed the issue. To illustrate, this link drops the user at the home page instead of generating a download to the customer’s device:
