Custom Welcome page

Hello, my site is

Italianpantry.simplesketch.ca

When i get visitors, i want them to see a Welcome Screen where i’d give them an option to choose which site they want to visit.

So is there any way i can make a template that would make a page look exactly like the current home page, that way i can assign a landing/welcome page as a static page. Or can i change the permalink of the current home page?
