Custom User Role Can’t Send Email

So I’ve narrowed it down to the custom administrator role that I’ve created on my clients website. My account is under the default administrator role and it sends emails no problem. However, my other client is under a custom administrator role that has the exact same permissions as the default administrator role. Is there a way to fix this??
