Custom taxonomies without editing functions.php

I understand how to edit a theme’s “functions.php” file to implement custom taxonomies.

I also know of a couple nice plugins to help simplify this.

Are these the only two ways we will be able to manage custom taxonomies?
OR, will custom taxonomy management features be implemented in the core at some point? (That is, without requiring a plugin.)
