Custom submenu

Hello

I’m currently working on a small website and I’m using mighty WordPress as CMS. I want to make a submenu called “refrences” where the user can post pages which are only shown in a submenu on top of the refrence pages. I made an example in HTML to explain how it should work: test page

The reference pages have a red submenu which allows navigation trough the references and is only shown on those specific pages.

I’m certain it’s possible, i’m just not sure how or where I should begin. Is it possible trough the default WP-setup, do I need a plugin or should I try and program it myself? The last isn’t much of an option… at least not in the next three years
