Custom sorting of attributes (not terms)

Hi,
We wanted to show the same attributes to all products even if they are empty. For this we used this snippet https://gist.github.com/Jon007/ae3a112659d6670ebbd2f26d55143773 and listed the attributes in the desired order.

Now all attributes are shown in the admin panel for each product but they are randomly ordered in every product. If we manually drag them in the correct order and update the product, they update in the correct order on the single product page but in the admin side for the same product they still remain in the random order.

How can we globally define a sort order for the attributes?
