Custom skin for blockquote widget in Elementor

I’ve been trying to figure out how to create a custom skin for the blockquote widget used in the hero section on several pages on this site to like the mockup at https://shen.realestate/test-call-box/ (the padding on this sample is not perfect, it should be evenly padded on all sides).

I need it to resize as the text changes, just like the other skins and be responsive. It doesn’t work as a background image and I am hoping someone can help me figure out how to do this programmatically. I have tried to hire a least a dozen freelancers, and they all came back with just background image and that doesn’t really work.
