Custom Post Page

  • Hi
    Are there any plugins out there that can create a custom post when a user clicks on a link.
    I don’t want the user to create a post using the WordPress navigation top menu, I would like them to click a button e.g “Click here to submit Picture” then a post form pops up where they can enter a title and browse to their picture.
    Are there any plugins that do that ?
    How do I disable the top wordpress menu for all users except Admin ?
