Custom page template or plug-in advice

Hi,

I work on a WordPress CMS site.

I would like to have a custom page that looks like a bulletin board including images, messages even videos pin up on the board in a unordered way horizontally and vertically in the same post. (no thumbails)

Is the better way to achieve this is using an image plug-in or customize the content of the page with a new template with a pin board image background?

I have to say that the admin user will be a non initiate to php coding and I would like to make it as user friendly as possible for him.

If a plug-in is able to render this could you tell me witch one?

Personally, I prefer the custom template way even if it will be harder to implement this like pin messages on a board. But I think the custom template will be more rapid for the server than loading another plug-in.

Any advice?
