Custom New Post

Is there a way to create a custom post area where users can upload new content? I don’t want to use the built-in one. I wanted a really clean, no frills area for that. Any ideas?

I maybe to customize the post-new.php file but I don’t know how to remove all the admin and plug-in stuff.
