Custom made theme not working with XAMPP

Hey, I just started to work on a simple framework to learn the structure of a wordpress theme, but I keep getting the following error if I use it on my home PC not on a hosting server.
https://78.97.171.232/wordpress/framework/If I use it on a hosting server everything works just how it should.
Here is my code.
