Custom html widget

It used to be easy to add a custom html widget in just one language. Now, if I add an html block widget, it doesn’t give me those choices. All other widgets do, except the custom html widget doesn’t give me this choice. I add a custom html widget, and whether I convert to blocks or not, it doesn’t give me the language choices, though the widgets above and below it do give me that choice, one is a legacy widget and one is not. Thanks for any ideas about how to add a custom html widget per language, something that used to be so easy ??
