Custom Head & Footer Code

Hey guys, is there any way to add custom head & footer code?
I already looked at this: https://ucaresupport.com/kb/loading-custom-styles-scripts/

…sadly I don’t know how to work with hooks or whatever ??
Just a few lines of meta tags and css needs to be added!
