Custom Fields, Discussion, Comments, Author, Revision Tabs Missing

I have this fresh, clean installation of WP but usual in-line moderation tabs that appear at the bottom of the edit pages are missing. For example, I have created a Contact page but want to disable commenting on that page, however the only tab that appears at the bottom of the edit page is All In One SEO which is from a plugin installed. Usually appearing tabs, such as that titled Discussion where I could disable comments on that post are not there. I see it on my other blogs, just not this fresh install from the files currently on WP website. What happened? Is there a way for me to fix it and have this in-line moderation tabs there?
