Custom fields as part of tag search

I’d like to modify the tags page so that a tag that’s not in the system won’t throw a 404 error.

Like if I have /tag/france and “france” happens to be a custom field value and not a tag. In WP it might be key=country and value=france. I know how to modify the Loop, I just don’t know how to bypass the 404.
