Custom dashboard menu items for cms style control

Im building a site for a friend who would like some cms style features on the dashboard.

I was hoping to make a custom menu item on the dasboard that would include areas to change ‘static’ content. Eg, he can click my menu that links to a page allowing him to change the “welcome text”, “about me blurb”‘ “footer text”‘, etc…

Anyone know of any plugins that already do this or could it be something i could easily do myself?
