Custom CSS Not Working?

Is anyone else having an issue with the custom css sheet not working, or other custom css not running on the print/print-preview? I’ve made several attempts to target many different classes and nothing I add is going through, it’s like PF is ignoring the custom stylesheet and also ignoring other css from places like wp customizer.
