There is no setting for this in Smush and the free version of the plugin only provides default compression which is a lossless optimization – it only strips “visually irrelevant” data from image so should not decrease quality of the image at all.
In other words, the quality of image should be the same regardless of whether they are compressed or not – it’s only that the image file size should be smaller after optimization.
However, you can use WordPress core “jpeg_quality” filter to change JPEG compression level. This is nicely described in this article so you can follow that guide to apply it to the site:
