I am wondering if a custom 503 error is possible. Or is this possibly a feature request?
If in wordfence I setup blocking for an IP range for a hosting provider for example:

United States was blocked for UA/Referrer/IP Range not allowed at https://www.teawea.com/hp-28s-battery-compartment-door/
    11/6/2021 1:10:26 PM (18 hours 10 mins ago)
    IP: 66.160.140.183 Hostname: 66.160.140.183
    Human/Bot: Bot
    The Knowledge AI

Would it be possible to setup a custom 503 error? or is this response provided Wordfence or by WordPress or then by Apache?

Also if I block an IP range, can robots.txt still be provided? (as an exception?)
    Meaning:
    https://teawea.com/robots.txt 11/6/2021 1:47:18 PM 213.180.203.11 ...3-11.spider.yandex.com 503
For me if yandex is honoring robots.txt and not getting any further pages then that is fine, but when they do get pages not honoring robots.txt, I block them. I still think they should be allowed to get robots.txt as an exception.

    Hi @mbeerli

When a blocking rule is executed then a Wordfence block page is generated by the plugin.

The only customization that you can add to Wordfence block pages is provided by the option Custom text shown on block pages. This is found in the Additional Options subsection of the Brute Force Protection section on the All Options page.

Your robots.txt file can be served by your web server without the need for any PHP to be processed so Wordfence can’t block any requests for this file as no PHP will be processed.
