I’m not sure where to post this question. It’s just out of curiosity. I noticed that some blogs have little follow buttons on the bottom right hand side (where you usually find the back to top button) like these blogs here:

(I’m not linking them directly because you usually get lots of spam after posting a link to your site)

I wonder why wordpress sites like theirs have follow buttons on the bottom right and others don’t? Also, how do I have this on my site? Do I need to install a plug-in?

That Follow pop-up/link is a function from WordPress.COM. Self-hosted WordPress installations do not have that unless they use a plugin to add that.

Ohh okay so that’s why. One more question, one of the sites does not have a dot wordpress dot com extension but still has the pop-up. Does this mean they bought their hosting from wordpress?
