CSV Problem (csv enabled but table displays blank)

Table displays blank on my wordpress intranet.

I am running 5.5php with allow_url_fopen = On and the server is IIS7.5. WordPress is a multi site installation and csv is on the list allowed file types. The url can be opened and downloaded successfully and I double checked that the csv check box is checked on the plugin settings menu.
