    I am actually in a similar situation. I have wordpress set up on my website at https://www.livmusic.com/lmi. I recently set up a blog for my Mom at https://www.shirleystales.com. It was only upon setting this blog up that I saw how nice the admin section is supposed to look! I never knew it was messed up on my original site. If you have any answers for how to fix this, please post them here so that we can all read them. Thanks!

    Ironic. I search and search for a solution to this problem, finally decide to post the question, and then do one more search and find the solution right away.

    My wp-admin.css file had become corrupted. I uploaded a new one and everything works beautifully! FYI, if you are having this problem, the wp-admin.css file is inside the wp-admin folder, and that folder should be in the same folder as wordpress. Good luck!
