CSS Not loading from mobile

Have you recreated your site from scratch again? So did you do a fresh new install, with all fresh new plugins? Don’t use the files from the hacked site, as they might be infected.
You should make an export of your content first, before installing the new site. So you may import it again later. The first thing you should do is install the plugin GOTMLS, register and get the latest signatures. Make sure it will scan your images as well and then start scanning. It will take some time. It will tell you if anything is infected and give you the chance to clean it. After that install the other plugins (from the repository) and test your site on desktop and mobile.

Thanks. But I already have WordFence installed. And WordFence shows nothing is wrong with the files.

You need deep scanning, GOTMLS will do that for you.
I always recommend having a hacked site scanned by at least two different tools.
