css files inactive

Hi,
I downloaded the great Memphis Document Library plugin!
But I see that the css files are inactive. I want to change the background color of the document menu item container.https://fromzero.nl/?page_id=11508
What can I do to make the the css files active? And where can I find the css file with the change background color. And is it also possible to change/enlarge the width of the menu container?
