CSS and Content are not displaying

HI recently installed WP on Windows Server 2012 and I am my ultimate goal is to set up and intranet site with WordPress but i cannot get the site to display CSS. The server it is installed on is part of the domain and when ever i open up IE and navigate to the site all that is rendered is the text.

i have never setup WordPress in a windows environment so i am really struggling.
