Cross-sell products are not changing with each product

I have specifically selected groups of related products for each product. I have up these under the “cross-sells” section in the “linked products” tab the cross-sells are not displaying the items I’ve chosen. Most products are displaying the same set of related products.
I’m running 2.3.13 with WP 4.2.2.
Is there a setting I’m missing or did an upgrade take out the custom setup of related products?
